Capacity Building Manager Jobs at GIZ

Position: Capacity Building Manager – Community Interventions
Location: Dhaka

A.    Responsibilities

  • Analysing needs assessments of GIZ programme and PNGOs and project communities and identify capacity building plan
  • Providing capacity building assistance to GIZ programme persons and PNGOs in a lead role
  • Ensuring rolling out of training plan with the PNGOs
  • Maintaining relationship with different stakeholders in the informal justice processes with key community people, particularly local government persons and legal services NGOs to gauge what works and what does not in Restorative Justice (RJ) with respect to context
  • Ensuring oversight of capacity development of the staff, partners and stakeholders
B.    Tasks
1.    Core scope of tasks

Programme Development and Quality Management
Based on the programme strategy, the CB Manager for Restorative Justice output the position holder will:
  • Ensures identification of training needs in consultation with various functional teams for fulfilling programme objectives.
  • Develops an annual capacity building plan to implement the capacity building strategy including individual quarterly work plan
  • Manages and coordinates the training activity of the various programme components by ensuring capacity building of programme and partner staff
  • Ensures clarity of communication and information flow with line management and matrix management.
  • Develop relationships with legal service providing NGOs, particularly the training units through extensive visits 
  • Support development of approach and modules on restorative justice together with international and national expert consultants
  • Ensure delivery the module to existing and newly recruited mediators
  • Work in partnership with NGOs to identify activities, outputs and outcomes regarding Restorative Justice 
  • Assisting mediators through generic games, learning-in-action methods, dramatic construction, facilitation skills and exercises to conduct restorative justice processes within the community
  • Work together with the team on resettlement and rehabilitation and identify training needs in close consultation with PNGOs and ex-offenders 
  • Contribute to developing key indicators (re RJ) for monitoring and evaluation in close consultation with team members, partners and M&E team
  • Promoting gender as a cross cutting issue among all the component of the programme
  • Ensure supervision and management of training program at field level
  • Contributes in writing of results and reports on training outcomes
  • Ensures planning and coordination (including logistical, administrative and financial support) and documentation of training, workshop, meeting, seminar and other activities of the programme.
  • Organises overseas training including exposure visits for programme and partner staff, and relevant stakeholders.
Communication, Networking and Reporting
  • Ensure information flow between the teams working on community interventions related to resettlement and rehabilitation of ex-offenders and RJ teams to enable efficient delivery of programme objectives for the maximum benefit to programme beneficiaries
  • Develops and maintains an informal network with in-country capacity building and training institutes, and experts.
  • Represents the project at the field level and acts as its speaker.
  • Maintains regular liaison with implementation partners and target groups to assess efficacy of training delivered through repeated and extensive field visits to the implementation sites.
  • Conduct monitoring visits and preparing reports on regular basis
  • Present and market capacity building processes and best practices at different conferences and meetings 
  • Assist in the preparation of reports 
  • Participate in agency events, fund development activities and special projects
  • Assists national and international consultants, as required
  • Assist preparation and implementation of workshops, seminars, and other events on subjects that are related to the program’s field of activities
Knowledge Management and Information sharing
  • Ensure proper documentation of activities, outputs and outcomes
  • Prepare annual summary reports on community intervention processes in the community based on M&E reports
  • Share information and lessons learnt in programme meetings with the wider programme team
2.    Other duties/additional tasks
  • Contributes in other project activities and any other tasks as required.
  • Undertakes further job related training to his position and duties, if required. Specific training needs shall be identified and appropriate programs selected jointly with line management.
C.    Required Entry Qualifications and Competencies

Professionalism– a solid background in project work and ability to work autonomously, take initiatives and be pro-active. Conscientious and efficient in meeting commitments, observing deadlines and achieving results.

Communication– strong analytical and communication (spoken, written, presentational) skills, including ability to summarise and clearly present complex issues, as well as to support a fruitful dialogue with Government and Civil society, conducive to the implementation of the programme. Demonstrated skills in communicating with people from different backgrounds.

Team work–strong ability to work in a team and be supportive to others’ efforts and work.

Qualifications

Education
  • Master Degree in social science
  • Job specific training such as ToT and other training related training
Work experience
  • At least 10 years’ experience in training/capacity building sector
  • At least 10 years’ experience in training/capacity building sector
  • At least 5 years’ experience in module and curriculum development, and in conducting training
  • Minimum 5 years proven knowledge and skills on theatre, interactive methods, forum theatre, facilitations etc. 
  • At least 5 years’ experience in managing training and training related events
  • At least 2 years experience of working with informal justice sector
Other skills
  • Knowledge of MS office and Windows and good reporting skills
  • Knowledge of major development issues particularly those affecting the governance sector and rule of law
  • Knowledge and understanding of the criminal justice sector
  • Proven ability in self-organisation, to work independently, under pressure and deliver on time
  • Excellent communication skills (verbal, written, presentation, interpersonal)
  • Writing, composing and singing songs are an added advantage 
  • Experience in working with bi-lateral GoB Project and legal aid organization will be an asset. 
  • Strong inter-personal and diplomatic skills to establish and maintain a fruitful dialogue with Government and Civil society, conducive to the implementation of the programme
  • Strong organisational skills
  • Proven ability to work both independantly and as a team member and a leader
  • Proven commitment to gender equality and disability
