Job Description / Responsibility

  • Project : Climate-resilient Ecosystem and livelihoods (CREL)
  • Joining Date: 1 June 2013 (or even before)
  • Monitoring Officer paves the base M&E process of CREL while working directly with the Regional Coordinator/site implementing teams/CMOs/CBOs in the respective region. With required technical guidance from M&E Specialist of the project s/he will supports day to day operations of CREL performance monitoring plan at site and region level through translating project activities into the framework of M&E indicators. Monitoring Officer will verify and assess quality of all real-time monitoring data uploaded into the CRELLink by Site Officers. S/he will ensure Regional/Site level baselines for PMP indicators and, with periodical reviews, inform Regional/ Site teams about their progress in line with PMP targets, and recommend required adjustments for quality results.
  • Identify project activities in four project components and cross-cutting activities e.g. communications, grants etc. in line with CREL results framework and PMP indicators; and train site team on M&E process.
  • Quality assessment through regular monitoring of project implementation and reporting to site, regional team and M&E specialist;
  • Coordinate with Regional Coordinator and other region-based officers, and Site implementation team of CREL to ensure the functionality M&E framework and PMP indicators;
  • Ensure real-time data collection and reporting to CRELLink so that all project activities, both at site and regional level are adequately captured, validated and reported to Regional Coordinator as well as M&E system;
  • Support M&E process of the project for setting baselines of all indicators, monthly/quarterly PMP reporting, impact and evaluation studies, CMOs landscape planning and relevant technical studies/assessments;
  • Update Regional Coordinator as well as M&E Specialist regarding project progress in line with PMP indicators;
  • Provide technical backstopping to regional/site team of CREL in program implementation, particularly capacity building, NRM and livelihood program implementation;
  • Ensure that site/regional teams maintains required source documents in connection with project activities;
  • Any other activities as assign

Educational Requirements
  • Statistics or Master’s degree in relevant discipline.

Experience Requirements
  • Minimum 5 year(s)

Additional Job Requirements
  • At least 3 years of experience working as Monitoring Officer with a focus on NRM in wetland and/or forest protected areas;
  • Experience in quality assessment;
  • Experience in working with M&E framework, and identification and quantification of performance indicators;
  • Experience in real-time data collection and reporting;
  • Knowledge on biological and water sciences and the earth-sciences ;
  • Previous experience with donor funded projects preferred;
  • Proficiency with Microsoft Office;
  • Should have strong analytical skills, be gender sensitive, and possess a proven track record of working successfully in a variety of cultural contexts;
  • Excellent interpersonal and community consultation skills;
  • Excellent writing skills: Fluent Bangla and English language skills
  • Willingness and ability to ride motorcycle.
