Program Officer-urban drr at Oxfam

Oxfam is looking for dynamic team players to work with the Oxfam Bangladesh DIPECHO programme team to implement the designed urban Disaster Risk Reduction (DRR) project with an Earthquake focus in Dhaka and Sylhet city corporation and share and incorporate to the wider Urban DRR and Livelihood program development process.

Roles & Responsibilities:

MEL and Documentation:   


  • Establish a robust MEL system (both quantitative and qualitative) in line with project plan for tracking project progress and outcome on regular interval. Ensure integration of sustainable development, gender, disability and climate changes from analysis to setting indicators.
  • Develop step by step simple project implementation guidelines in line with all the planned interventions
  • Orient project team both at Oxfam and partner level on the project implementation guidelines and MEL system and provide them hand holding support to implement the same
  • To monitor the project progress on regular interval through desk monitoring and field visits
  • Compile high quality MEL reports on regular interval and share it with Programme Manager
  • Analyze MEL reports and provide feedbacks / recommendations / suggestions to the project team for effective project delivery
  • Analyze partners plan and their progress reports and provide them feedback on regular interval
  • Develop high quality photo documentation capturing project progress and positive changes in people’s lives throughout the project implementation
  • Develop high quality documentation on human interest stories / case studies capturing  positive changes in people’s lives throughout the project implementation
  • Develop high quality documentation on processes, achievements, learning and challenges throughout the project implementation
  • Develop and coordinate printing of required IEC materials
  • Coordinate with other NARRI consortium members and contribute in compilation of joint MEL reports and other documentation
  • Produce draft high quality external narrative donor reports and ensure financial reporting.Maintain a comprehensive electronic documentation system at Oxfam level  
DRR Advocacy:
  • Provide support in designing, developing and implementing the advocacy strategy in line with the Oxfam’s project plan
  • Contribute in development and implementation of joint advocacy strategy of NARRI consortium
  • Analyze the current policy / programme and legal framework and institutional setup related to development and DRR in Bangladesh and implement advocacy strategy towards reducing disaster risks of vulnerable people
  • Coordinate with relevant stakeholders including GO and NGOs at local and national level to effectively implement advocacy initiatives
  • Provide technical and hand holding support  to local partners on local level advocacy initiatives
Partner Management:
  • Need based support in direct responsibility for delivery of Oxfam’s DRR project focussing on earthquake in urban setting.
  • Need based technical support to project partners for effective delivery of project.
  • Need based support in managing partners to achieve the project objectives, outcome and impact within the project period.
  • Support partners to develop and implement the project in line with NARRI consortium vision & strategies and Oxfam’s NCS and ensure budget negotiation, budget tracking during the implementation period.
  • Ensure integration of Gender, disability, Human Rights and Rights base framework in the program.
  • Act as assign by the Manager.
Qualification, competencies & skill required:

  • Demonstrated sound technical knowledge on Project Cycle Management (PCM), setting up and implement MEL system in DRR / development context (E).
  • In-depth knowledge of policy, legal and institutional framework related to DRR and development both in Bangladesh and at international level (E).
  • Good understanding of Disaster Risk Reduction (DRR) programming in urban settings and particularly in context of Earthquake (E).
  • Good understanding of advocacy, campaigning and communications and how they contribute to achieving programme goals. (E).
  • In-depth knowledge on linking DRR with sustainable development , right base approach, community development model, clear analysis on social/ economic/ gender power dynamics from community to national level. (E)
  • Proven ability to coordinate with diverse set of institutions (GO / NGOs) and national and local level advocacy (E).
  • Demonstrated good experience of developing high quality documentation such as project progress reports, human interest stories, process documentation, IEC etc. (D)
  • Minimum 5 years proven experience of working on MEL, documentation, advocacy in development / DRR contexts (E).
  • Ability to design and facilitate capacity building training related to DRR (D).
  • Excellent command on writing in both English and Bangla language; Ability to present the document briefly but self-explanatory (E).
  • Excellent interpersonal communication, facilitation and representation skills (D).
  • Experience to conduct FGD, ability to document lifeline experience, conducts structured, semi-structured and open ended interview process (D).
  • Gender knowledge and cultural sensitivity with a strong commitment and understanding of the values and principles of Oxfam (D).
  • Strong understanding of gender, disability, human rights and HIV/AIDs issues and experience in integrating these into programme practice (D).
  • Ability to work with; support and influence others (D).
  • Willingness to work flexibly and to travel to char villages in difficult geography (E).
Reward & Benefits:
  • An amount of BDT 8, 73,100 will be paid per annum gross with other benefits e.g. medical for spouse and children, provident fund, gratuity and Insurance etc.
