Job Description / Responsibility

MISSION 1: COORDINATE ACF COUNTRY STRATEGY IMPLEMENTATION AT FIELD LEVEL

  • Contributing to the design and update of the country strategy by providing field inputs to Country Director
  • The implementation of the country strategy at field level in collaboration with Heads of Technical Department and Program Managers
  • To attend relevant seminars, meetings, workshops on humanitarian matters to represent ACF at local level
MISSION 2: COORDINATE OVERALL IMPLEMENTATION OF PROGRAM AT FIELD LEVEL
  • Supervising and monitoring the implementation of regular programs at field level
  • Facilitating the new project’s conception in collaboration with Head of Technical Department and Program managers
  • Supervising the work of the support services at field level, in collaboration with Head of Support Department
  • Ensuring the synergy between Technical and Support services at field level
  • Ensuring the implementation of recommendations from ACF high/middle level management resulting from internal audit, experts’ field visits and others.
MISSION 3: MANAGE THE TEAM AT FIELD LEVEL
  • Supervision and management of all direct reports
  • Recruitment of direct reports (for expatriates upon request of Country Director)
  • Monitoring the social climate at field level and report to Country Director in case of social issues
  • The overall management of training needs at field level
  • Promoting the commitment to ACF Charter and prevention of frauds and power abuses and inform the Country Director in case of frauds or power abuses
MISSION 4: FACILITATE GOOD RELATIONSHIPS WITH THE COORDINATION TEAM
  • Update of the coordination team on program implementation
  • Proactively refer to the coordination team for any matter that could jeopardize the programs, the funding or the security of staff and premises
  • Ensure field teams proactively expresses relevant demands of support to coordination team in order to maximize operational efficiency and impact
  • Act as a facilitator between the field and the capital
  • Pilot the follow-up on technical and support departments’ recommendations
MISSION 5: REPRESENT ACF AND LIAISE WITH REGIONAL AUTHORITIES, UN, NGOS AT FIELD AND REGIONAL LEVEL
  • Monitoring and supervising the overall partnerships relations and local NGO assessments at field level
  • Participating in the humanitarian coordination activities at field or regional level in rotation with the Country Director
  • Be the focal person for all relevant stakeholders in terms of representing ACF at local level
  • Responsible for ensuring transparencies and liaison with authorities at field level
MISSION 6: ENSURE REPORTING AND COMMUNICATION
  • Providing the Country Director with all relevant reporting documents requested from the field in collaboration with Program Managers
  • The overall implementation of best communication practices at field level including writing monthly Situation Report
  • Lead the donors report writing process at field level in collaboration with reporting manager
  • Ensure APR are prepared and sent on time by PMs
  • To prepare reports based on GoB regulations or ad hoc local authorities request
  • Ensure that the MEAL (monitoring, evaluation, accountability and learning) process is implemented at field level
  • Ensure visibility and advocacy on program activities at the local and regional level
MISSION 7: SECURITY
  • Monitoring the security environment (networking, collecting and analysis of information..)
  • Maintenance of an effective network, with local input, on contextual and security matters, collection and analysis of information to establish the risk and context analysis
  • Validating the local security plan written by the Logistics Manager and transmit to the Logistics HoD
  • Briefing of ACF team on local context and security
  • Ensuring the application of security procedures when alerted by the Logistics Manager
  • Managing any security incidents at base level and report to the Country Director
  • Actively participate to audits and ensure the implementation of recommendations
Educational Requirements
  • Masters Degree in Management, Social Sciences or other related field.

Experience Requirements
  • Minimum 5 year(s)
  • The applicants should have experience in the following business area(s): NGOs
Additional Job Requirements
  • At least 5 years experience in I/NGO sector and at least 3 years experience at senior Management level with project proposal writing experience.
  • Fluency in English, Bengali (both written and spoken) - Excellent writing skills and capacity of analysis- Good knowledge of humanitarian and Bengali context and actors, especially Bangladeshi administration - Good knowledge MS Office - Communication skills and ability to relate to people - Ability to negotiate and conflict management skills - Dynamic, flexible and pro-active attitude - Ability to adapt and to cope with varying workloads depending on the needs of the mission- Rigorous-frequent field visits.
