Vacancy Announcement

SPRING is a five year program designed to increase household nutrition and asset resources in diverse foods, poultry and income generation while simultaneously creating an enabling environment to improve nutrition of almost 600,000 women and children beneficiaries in 91 upazilas in Barisal and Khulna. The project will rely on its experienced on-the-ground partners for implementation of both direct nutrition interventions and activities addressing structural constraints (i.e. poverty, gender inequity, and food insecurity) to improved nutrition. SPRING also will promote increased access to water, sanitation and hygiene (WASH) and improved hygiene practices, recognizing that WASH interventions aimed at diarrheal disease reduction are essential for sustainable nutrition outcomes.

SPRING Bangladesh is looking for qualified personnel for the following positions.

SN1. Position: SPRING/Bangladesh Grants Officer - 1 position (Based in Khulna)
Required qualification:

  •     University graduate in management or finance. Professional qualification such as Cost & Management Accountancy (FCMA) or Chartered Accountancy (FCA) preferred.
  •     Has 4 years proven experience in a grants/finance position in a private sector or development organization.
  •     Administrative experience of working with local organizations and government agencies.
  •     Willing to travel to upazila up 40% of her/his time.
  •     A team player with good interpersonal skill.
  •     Experience of working in computerized Accounting Package.
  •     Proficiency in computer, Microsoft Office programs (Word, Excel, Access, Power point) and email communication are essential.
  •     Strong communication skill with fluency in written and spoken English.
  •     Experience of working in a USAID funded project is an advantage.

Function: The SPRING/Bangladesh Grants Officer works closely with the SPRING Finance & Administration Manager (FAM), District level staff and NGO subgrantees to coordinate the implementation of SPRING activities within her/his division. The Grants Officer is responsible for disbursements and examining vouchers and ensures the most efficient use of financial resources by managing them effectively.

Job Responsibilities:

  •     Division Based.
  •     Manage the process of the development of grant agreements, implementation, coordination, payment and direct technical assistance to NGOs in grants management—finance/admin.
  •     Reports to SPRING Finance & Admin Manager in Dhaka.
  •     Frequent travel to visit NGOs at upazila level.
  •     Provides technical support and ensures that grants are administered according to USAID and SPRING regulations and that NGOs fulfill the scope of work.
  •     Link with the SPRING Coordinator to provide support if questions come up at NGO implementation.
  •     Monitors cash flow projections to ensure that adequate funds are available to meet financing requirement of the program activities.
  •     Reviews SPRING/Bangladesh field vouchers of all checks and transfer payments of staff advances, expense reports, and vendor payments.
  •     Performs any other duties as assigned by the supervisor.

SN2. Position: SPRING/Bangladesh Divisional Manager - 1 Position (Based in Khulna)

Required qualification:

  •     Master’s degree in related field.
  •     At least 6 years of relevant experience with at least 3 in supervisory capacity.
  •     Fundamental technical understanding of nutrition and agriculture.
  •     Experience liaising with district level government health and/or agriculture institutions in either Khulna or Barisal.
  •     Experience liaising with national non-governmental organizations and community based organizations.
  •     Demonstrates that s/he is a team leader with demonstrated capacity to motivate coworkers.
  •     Proficiency in using Microsoft word, Excel and PowerPoint.
  •     Good communication skills in addition to strong English language writing skills.
  •     Willing to travel to upazila/union 50% of her/his time.
  •     Qualified women are especially encouraged to apply

Function: The Divisional Manager manages and provides oversight for field level programmatic implementation of SPRING activities which cover integrated social behavior change communication (SBCC), essential nutrition actions (ENA), essential hygiene actions (EHA) and household food production (HFP). S/he will assist to establish linkages with other Govt/NGOs and private agencies involved in nutrition and agricultural interventions. S/he also supervises financial and administrative operations of the project within her/his division.

Job Responsibilities:

  •     Division Based.
  •     Responsible for managing all SPRING implementation upazilas within her/his division.
  •     Represent SPRING with local stakeholders, government counterparts, and other Global Health Initiative/Feed The Future partners (SPRING Public Relations).
  •     Advocate with local authorities (Government of Bangladesh: Ministries of Health & Family Welfare, Agriculture, Livestock & Fisheries, and others) and private sector actors on the importance of nutrition and initiate their potential engagement (for interventions and eventually funding).
  •     Organize events/meetings to enroll additional local partners in harmonizing with SPRING approach.
  •     Forge complementary and collaborative relationships with other projects (USAID and other donor funded) to share experiences and harmonize approaches.
  •     Ensure that the integrated “lite” SBCC/ENA/FHP approach is being implemented in Upazilas.
  •     Ensure mentoring and supervision for activity implementation down to the Union Level.
  •     Coordinate knowledge management and M&E at division level and sharing of information with partners.
  •     Compile filed information/data for quarterly reports, monitoring and evaluation.
  •     Supervise Division level staff.

SN3. Position: SPRING/Bangladesh Division Senior Officer Agriculture – 1 Position (Based in Khulna)

Required qualification:

  •     Master’s degree in Horticulture, Agricultural Extension or related field.
  •     At least 4 years of program related experience in horticulture, food security or nutrition development programs.
  •     Excellent facilitator with experience providing technical training and guidance in horticulture production.
  •     Experience liaising with government agricultural offices and institutions in implementing horticultural programs.
  •     Experience mobilizing community stakeholder groups, private agencies, community volunteers and beneficiaries in project activities.
  •     A team player with excellent interpersonal communication skills and fluency in spoken and written English and Bengali.
  •     Familiar with MS Word, Excel, PowerPoint and email communication are essential.
  •     Experience with small scale poultry development projects will be an added advantage.
  •     Experience of working in a USAID funded project is desired.
  •     Qualified women are especially encouraged to apply

Function: The SPRING/Bangladesh Division Senior Officer Agriculture works directly with district, upazila and union level government agriculture officers, local non-governmental organizations, community volunteers and beneficiaries to implement homestead food production activities. S/he will conduct training of trainers and will supervise and monitor cascade trainings to project beneficiaries. S/he will assist to strengthen field level linkages with other Govt/NGOs and private agencies involved in nutrition and agricultural interventions.

Job Responsibilities:


  •     Division Based.
  •     Liaise with Government agriculture and livestock authorities at the district and sub-district levels.
  •     Responsible for all SPRING implementation upazilas within her/his division.
  •     Provide mentoring and supervision to upazilas and SPRING Coordinators.
  •     Develop quarterly action plan with SPRING Coordinators.
  •     Conduct quarterly reviews of activities and synthesize for reporting.
  •     Ensure technical quality of intervention, and provide direct technical assistance to implementing staff.
  •     Provide technical assistance on social and behavior change communication (SBCC) and homestead food production (HFP) to SPRING Coordinators and NGOs as necessary.
  •     Ensure that SBCC materials and any other needed inputs are available.

SN4. Position: SPRING/Bangladesh Division Senior Officer Nutrition - 1 Position (Based in Khulna)

Required qualification:


  •     Honors/Masters degree in Food and Nutrition, Nutrition Education or related field.
  •     At least 4 years of program related experience in nutrition or food security development programs.
  •     Excellent facilitator with experience providing technical training and guidance in nutrition education programs.
  •     Experience liaising with government health and family planning departments and institutions in implementing nutrition programs.
  •     Experience mobilizing community stakeholder groups, private agencies, community volunteers and beneficiaries in project activities.
  •     A team player with excellent interpersonal communication skills and fluency in spoken and written English and Bengali.
  •     Familiarity with MS Word, Excel, PowerPoint and email communication are essential.
  •     Experience in providing training in essential hygiene actions will be an advantage.
  •     Experience in the field of gender development and training will be an advantage.
  •     Experience of working in a USAID funded project is desired.

S/he will conduct training of trainers and will supervise and monitor cascade trainings to project beneficiaries. S/he will assist to strengthen field level linkages with other Govt/NGOs and private agencies involved in nutrition and agricultural interventions.

Job Responsibilities:

SN5. Position: SPRING/Bangladesh SPRING Coordinator - 4 Positions (Based in upazilas in Khulna)

Required qualification:

  •     Honors degree in Social Science or related field.
  •     Has 3-5 years experience in participatory program planning, management, monitoring and evaluation within a development organization or local non-governmental organization (NGOs).
  •     Experience with food security, livelihood or nutrition education activities.
  •     Experience working through local NGOs and Government of Bangladesh.
  •     Experience mobilizing community stakeholder groups, private agencies, community volunteers and beneficiaries in project activities.
  •     A team player with excellent interpersonal communication skills and fluency in spoken and written English and Bengali.
  •     Fundamental understanding of nutrition and agriculture.
  •     Willingness to travel up to 50% of the time at union level.
  •     Experience in data collection using qualitative methodologies and surveys is desired.
  •     Qualified women are especially encouraged to apply

Function: The SPRING/Bangladesh SPRING Coordinator will work closely with the district level SPRING staff to ensure effective, timely and quality implementation of activities by the NGOs.

Job Responsibilities:

  •     Upazila based.
  •     Mentor Government and other partner staff after training.
  •     Supervise contracted NGOs to ensure that activities and interventions are being implemented as designed.
  •     Identify potential new actors/channels at union level.
  •     Supervise the “demonstration center” and assess its outreach to beneficiaries.
  •     Supervise and mentor Community Volunteers.
  •     Organize monthly community meetings (peer to peer supervision).
  •     Identify technical assistance needs and request technical assistance from the Division level as necessary.
  •     Monitor the progress of activities and report back to the division technical officers on quarterly basis.
  •     Establish, implement and report against quarterly action plans.
  •     Supervise distribution and use of SBCC materials.
  •     Assess behavior changes as part of the supervision visits.
