ActionAid Bangladesh is looking for suitable candidate for the following position:
Programme Officer – Mainstreaming Disability

Name of project: NARRI Consortium - DIPECHO VI (http://www.narri-bd.org/)
Location of posting : Sylhet and Faridpur (with extensive field visit)

Project Summary

ActionAid Bangladesh along with five other INGOs has initiated a concerted Disaster Risk Reduction and Humanitarian Assistance under one umbrella named NARRI (National Alliance for Risk Reduction Initiative) Consortium to ensure that different development actors work together for better synergy and effectiveness from local to national level. These six partners with support from European Commission Directorate General for Humanitarian Aid – DG ECHO is implementing a disaster risk reduction project in Bangladesh which aims to enhance the capacities of communities and institutions to overcome various natural disasters.

ActionAid anchors the secretariat which will be coordinating the work between these INGOs and ensure compliance to donor and effective implementation of the program.
Key responsibilities include, but are not limited to

Key Responsibility 01 : Building technical capacity of NARRI partner organizations and provide them disability technical backstopping.
Tasks:

  •     Conduct training needs assessment of concerned partner organization staff.
  •     Based on training needs assessment prepare training module and impart training.
  •     Based on the changing needs of the participant revise the training module and impart training as and when necessary.
  •     Provide technical backstopping so that staff can better identify and assist project participants to solve technical problems that inhibit productivity enhancement.

Key Responsibility 02 : Facilitating transfer of enhances technical capacities of staff to project partners.

Tasks:

  •     Conduct frequent field visits to assess the technical needs and priorities of the project participants.
  •     Build staff capacity so that they can help project participants to ensure better preparedness against disaster
  •     Gather ideas and thoughts from staff and extract lessons learned from the project for feeding into developing new project(s).
  •     Produce tangible evidences regarding persons with disabilities capacity building and innovation.
  •     Based on training needs assessment prepare training module and impart training.

Key Responsibility 03 : Ensure inclusion of persons with disabilities in DRR through proper identification, capacity building and provision of Assistive Device (AD) as well as referral.
Tasks:

  •     Ensure inclusion of persons with disabilities and disability issues in Risk Reduction Plan (RRP)
  •     Assist to NARRI partner’s staff for inclusion of disability within different activities under this project (e.g. Community Risk Assessment, contingency planning, mock drill, development of IEC, etc.)
  •     Ensure service provision of community based rehabilitation services; identification of persons with disabilities, assessment of persons with disabilities, caregiver training, provision of assistive devices with appropriate user training
  •     Assist to ensure accessibility within all small scale mitigation work 
  •     Assist to NARRI partner’s staff to facilitate training for Union Disaster Management Committee (UDMC), School Management Committee and Shelter management committee  on identification of persons with disabilities, on the job support to local partner organization including Disabled People Organizations (DPOs) to implement disability inclusive DRR activities
  •     Data collection, documentation and reporting: case studies, good practices and lessons learnt; field and progress reports

Key Responsibility 04 : Communication and Reporting
Tasks:

  •     Ensure that project staff communicate and report in a professional manner reflecting appropriate disability technical issues/languages.
  •     Contribute to preparing project progress report and other related reports, especially on disability technical matters.
  •     Provide necessary information to consortium management as requested.
  •     Ensure proper maintenance of relevant records and project data/information.
  •     Keep different project stakeholders including others technical partners updated on various project events (relating to technical aspects of the project) as and when deemed necessary
  •     Collect information, analyze and prepare case study as per project need.

Key Responsibility 05 : Networking and collaboration with mainstream disability services and sources of innovation.
Tasks

  •     Develop and maintain professional relationship with mainstream service providers e.g. DSS, Public and Private Hospitals within project site, especially organizations on working disability.
  •     Represent the project in different government forums when invited.
  •     Ensure implementation of collaborative activities assigned to the project.
  •     Network with various professional bodies and groups related with disability.

Key Responsibility 06  : Initiate/support to make the organization/program gender, child, senior citizen sensitive.
Tasks

  •     Incorporate gender, children, and senior citizen perspectives in project planning and review documentation.
  •     Guide project staff in promoting children, senior citizen and women’s role at all level.
  •     Provide relevant data/information/recommendations to promote inclusive interventions.

Required qualification and competencies:
  •     Bachelor in Physiotherapy or Occupational Therapy
  •     2-3 years in the development field including 1 year in disaster management.
  •     Proven Ability to work and communicate effectively with partner organizations.
  •     Experience and skill on training module development, facilitation.
  •     Ability to work in a team and community level.
  •     Experience in participatory tools and techniques.
  •     A broad understanding of interest in current climate change issues.
  •     Ability to work under pressure and in a multicultural team environment.
  •     Proficient in the use of MS Office (Word, Excel and Power Point including Bangla typing).
  •     Excellent written and spoken skill in English and Bangla is required.
  •     Having a valid motor bike license and ability to travel at field in a bike.
  •     Good interpersonal and team building skills.
