CONTEXT

The BBC Media Action (is new name for BBC World Service Trust) uses media and communications to reduce poverty and promote human rights in developing countries. To achieve this, the Trust partners with civil society, local media and governments to:

  Produce creative programmes in multi-media formats which inform and engage audiences around key development issues.

  Strengthen the media sector through building professional capacity and infrastructure.

BBC Janala (‘Window’) is part of English in Action, a groundbreaking initiative launched to raise the language skills of 25 million people in Bangladesh by 2017. Funded by UK Aid from the Department for International Development (DFID), English in Action has been contributing to the economic growth of Bangladesh by providing communicative English as a tool for better access to the world economy.

BBC Janala utilises the media and mobile phones to improve perceptions of learning English and provide access to low-cost learning materials for those who have missed out on quality provision at school. Over 26 million people have already accessed learning on television, mobile, web and through lessons in national newspapers. BBC Janala uses innovative formats such as drama and game shows. The popular drama series Bishaash, for instance, is South Asia's first supernatural detective series

Over half our target audience are from socio-economic group D, meaning they live on a household income of less than 10,000 Taka (£100) a month.

Bangladesh has a developing media environment, particularly in television and mobile, and the Trust has developed good relations with broadcasters, mobile phone companies and development partners. Besides English in Action (EIA) project, BBC Media Action is going to implement DFID Health and Climate Asia Project.

DUTIES

  •  Responsible for checking that all procurement is conducted following BBC Media Action Procurement Policy.
  •     Responsible for checking all legal contracts for compliance with local laws & regulations and BBC policies and for liaising with the London legal team to ensure UK legal compliance.
  •     Responsible for checking and ensuring that all BBC policies and operations comply with local law & regulations.
  •     Ensure policies and operations are compliant with donor agreements
  •     Be part of the policy development / reviewing team.
  •     Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future
  •     Responsible for communicating with BBC Legal in London on contract issues to take advice and to ensure compliance to UK law where advised.
  •     Responsible for supporting the Country Director to represent BBC Media Action in any Legal Court or in the office of any legal authorities in case of any lawsuit arises in  Bangladesh for the operations of BBC Media Action.
  •     Working close with the Human Resources and other department as appropriate to develop an effective legal & compliance training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers

ESSENTIAL KNOWLEDGE, SKILLS AND EXPERIENCE

  •     Minimum qualification should be masters or equivalent in Law or Business Law.  Preference will be given for professional degrees, partly qualified ICMA or CA, or completed Chartered Accountancy article ship with any reputed professional firm.
  •     Minimum five years of working experience in the field of legal, contracting and procurement in reputed international organization.
  •     Demonstrable knowledge of local laws and regulations, legal procedures, operational process and policies.
  •     Experience with Bangladesh Public procurement Regulations (PPR).
  •     Demonstrable leadership and communication skills.
  •     High proficiency in English and Bangla language.
  •     Possess good communication, negotiation and people skills.
  •     Must be dynamic, analytic, proactive and assertive.
